Mike Blake BSc, CEng, FIMarEst, spent 25 years as a Marine Engineer with the Royal Navy as Charge Engineer for both conventional and nuclear powered submarines. Shore support roles included Maintenance Manager for the First Submarine Squadron in Portsmouth, Procedure Authorisation Group Chairman and Dockmaster for the Clyde Naval Base.
He was a Site Liaison Officer with AEA Technology (Submarine Reactor Department) during first critical operations of a new design reactor core at HMS Vulcan and initial construction of the Astute Class vessels with BAE Systems (Marine) and then with British Energy as team leader for the Safety and Performance Enhancement Project at Sizewell B Power Station.
Mike’s practical experiences have provided a unique insight to problem solving while ensuring safe and efficient operation is maintained.
Frank Cockburn BSc MBA CEng MIMarEST Grad IOSH is an experienced and versatile Chartered Engineer with a keen interest in Safety, Health, and Environmental issues.
He is a Chartered Engineer possessing a broadbased folio of managerial experience including Media Relations, industrial H&S, and Business Management. He has a successful record in managing large teams of people in maintenance activities in demanding, quality conscious environments by combining strong organisational skills and a pragmatic management style with a high level of commercial and technical competence to generate high standards of performance and financial control.
A MoD accredited Media Relations Specialist, he has served in Afghanistan and Bosnia in demanding operational scenarios. At HM Naval Base CLYDE he has held the positions of Business Planner, Nuclear Accident Response Organisation; Facility Project Manager, and Executive Officer.
After a Merchant Navy Engineering Apprenticeship, he completed 20 years as a Royal Naval Engineer Officer serving in warships, submarines, and ultimately as the Flotilla Operational and Maintenance Engineer Officer for all minor war vessels throughout the world.
Industrial experience as a Plant Engineer in the production of batch manufacturing of agricultural and pharmaceutical chemical intermediaries enhanced his competencies in the areas of industrial relations, business processes, project management, production scheduling, and generating Integrated Process Control (IPC) system control documentation to meet the requirements of the various regulatory bodies including the HSE, FDA, and DNV.
Frank is undertaking CPD to gain Chartered Status of IOSH.
James Dobson OBE BSc CEng FIMechE MInstD served 28 years in the Royal Navy as a marine engineer, primarily in nuclear submarine propulsion, at sea and in shore support, including a spell in Whitehall.
As Director, Safety and Quality at the Clyde Naval Base he created the Base Nuclear Safety Organisation, achieving the nuclear licence for what was then the second largest civil engineering project in Europe, and was awarded the OBE for his work in developing the corporate safety management system based on an agreed Safety Standard, the ISO 9000 programme.
He has advised on nuclear safety related projects to MoD(N), BAeSEMA, Babtie Group, BMT, Nuclear Environment and Emergency Services Ltd and Strachan & Henshaw Ltd, as well as providing general management skills to small companies.
He is currently leading the Sage Safety element on behalf of the Prime Contractor - AMEC - managing the production, integration and acceptance of the design safety case for the new Floating Jetty facility for Astute Class nuclear submarines at the Clyde Naval Base.
Philip Hartley BSc (Hons) MBA CEng MIEE read Cybernetics and Control Engineering with Mathematics at Reading University before a 20-year career in the Royal Navy as a submarine weapons and electronic systems officer which led to his appointment as Clyde Naval Base Explosive Safety Officer. After leaving the Royal Navy he joined a leading US based project management consultancy and worked as a systems integration project manager in the automotive and IT industries for a number of multinational companies in the UK, US and Germany.
Skilled in all MS office applications, he is developing a Safety Case toolbox based on the requirements of JSP 430 and 518 to enable Sage Safety to improve delivery of future projects.
As part of the AMEC Prime Contractor team he is involved in the development of safety at the new £100m Floating Jetty HMNB Clyde.
Eur Ing Richard Killick MA (Cantab) MBA CEng FIET FIMechE FINucE FCMI CDipAF DipM was Director of Safety & Quality and Chairman of the Nuclear Safety Committee at Scottish Nuclear Limited before its amalgamation into British Energy.
A Royal Navy background in nuclear submarines followed by spells at the Clyde Submarine Base, the Admiralty Research and Test Reactor site at Dounreay and as the head of nuclear safety at Rosyth Dockyard has provided him with unrivalled experience in the nuclear industry.
He has served as an assessor to the Dept of Energy Advisory Committee on Safety of Nuclear Installations, has worked closely with the Nuclear Installations Inspectorate (NII) and is an independent member of the Scottish Universities Research Reactor Centre Nuclear Safety Committee.
Since joining Sage Safety Ltd, he has advised on a variety of major civilian, military and governmental projects ranging from safety management for nuclear installations to the de-licensing of a former research reactor site.
